imported, notwithstanding the fact that official statistics are
kept of goods imported into the Republic, because all goods
included in these statistica are grouped together under the
corresponding Section of the Tariff, without details in respect.

In accordance with Article 3 of the existing
General Customs Ordinance no prohibition exists in the Republic
as to the importation of foreign goods. Only the importation of
munitions of war may be prohibited by the Government of the
Union; and consequently the importation of morphine and cocaine
cannot be prohibited, and the tariff traffic in these articles
has not been subject to any special supervision. On the other
nand, and in a general way, if a trader should import various
descriptions of goods in a single package, but these goods should
be considered as of the same class from the point of view of the
Customs Tariff, the Customs House, except in exceptional cases,
are is the habit of examining only a portion of the contents of
the package, and not the whole of it, as if they were to do so,
not only would delay occur in the clearance of the goods, but
considerable injury to the interests of trade would ensue“.
